About Us

The National Institute for Bullying and Harassment of Children in Public Schools

 The National Institute for Bullying and Harassment of Children in Public Schools (NIBHCPS) is dedicated to ensuring that every child’s right to a safe, supportive, and inclusive education is upheld. We recognize that bullying and harassment are not "rites of passage," but significant barriers to academic success and emotional well-being.

​As a leading advocacy and research body, we partner with educators, policymakers, and families to dismantle cultures of exclusion. By blending data-driven strategies with compassionate intervention, we empower public school communities to identify, address, and prevent harmful behaviors before they leave a lasting impact.

Our Key Deliverables

 ​1. Evidence-Based Prevention Frameworks

​We provide parents with comprehensive, age-appropriate tools designed to foster advocate for their children harassed and bullied in public schools.  These frameworks move beyond simple "zero-tolerance" policies, focusing instead on building a proactive community and school climate where peer support is the norm and harassment is socially discouraged.


​2. Educator & Administrator Training Suites

​Our institute delivers specialized professional development workshops that equip school staff with the tools to intervene effectively. This includes training on identifying "invisible" bullying (such as cyberbullying and social isolation), legal compliance regarding harassment laws, and techniques that heal the families and communities after an incident occurs.


​3. National Data & Trend Reporting

​We maintain an extensive longitudinal database that tracks the evolution of student conduct across public school demographics. By publishing annual "State of the Schools" reports, we provide stakeholders with the empirical evidence needed to secure funding, update legislation, and adapt to emerging threats of bullying and   harassment of children.

The National Institute for Bullying and Harassment (NIBH) is a parent-centered advocacy and policy organization dedicated to dismantling the systemic dysfunction that allows bullying to thrive in our nation’s schools. We provide families with the legal roadmaps, legislative support, and direct advocacy needed to ensure that student safety is a non-negotiable right, rather than a bureaucratic suggestion.

We envision an educational system where every parent has the power to protect their child. By championing educational choice and mandated institutional transparency, we aim to eliminate "persistently dangerous" environments and replace them with a culture of immediate accountability and victim-first safety standards.

The NIBH moves beyond simple "awareness" to provide parents and legislators with actionable tools for reform:

  • ​Parent Advocacy Toolkits: Comprehensive guides for families to navigate Title VI and Title IX, helping parents document incidents, engage with school boards, and demand federal compliance.
  • ​Safety Transfer Legislation: Drafting and lobbying for "Emergency Transfer" policies that allow parents to immediately move a bullied child to a safer educational setting without financial or bureaucratic penalty.

  • Transparency Audits: Independent evaluations of school incident reporting to bridge the gap between "official" safety stats and the actual experiences of students on the ground.
  • ​The Accountability Index: A national database that tracks school performance regarding bullying response, ensuring that institutions failing to meet safety standards are publicly identified and held to account.
